Cyber security in smart grids9/11/2023 ![]() Each organization's cybersecurity requirements should evolve as technology advances and as threats to grid security inevitably multiply and diversify. ![]() This approach recognizes that the electric grid is changing from a relatively closed system to a complex, highly interconnected environment. Smart Grid security work has been done with user privacy, Smart Meters, electrical power system state estimation, component communications, and cyber attack. Organizations in the diverse community of Smart Grid stakeholders-from utilities to providers of energy management services to manufacturers of electric vehicles and charging stations-can use the methods and supporting information presented in this report as guidance for assessing risk and identifying and applying appropriate security requirements. The electrical flows are limited to this layer. The cyber security issues become significantly progressively because of the current superannuated cyber infrastructure. Because of the network design characteristics and the important nature of applications in terms of delay, personal and sensitive data transfer, smart grids bring additional security concerns. The Smart Grid can be simplified and represented in four different layers: Physical Layer: including Generation (cycling coal and natural gas-fired power plants with CCS, grid-based renewables, wind farms, nuclear power plants), Transmission, Distribution, Consumption and Grid-based Storage. Cyber-security of smart grid has raised significant interest and concerns amongst both general public and researchers. This three-volume report, Guidelines for Smart Grid Cybersecurity, presents an analytical framework that organizations can use to develop effective cybersecurity strategies tailored to their particular combinations of Smart Grid-related characteristics, risks, and vulnerabilities.
